A container from China arrives, and on opening it, rust spots show up on bare steel parts that were flawless when loaded. The cause is rarely the part itself, it's almost always packaging that wasn't seaworthy, that wasn't built for the conditions of a multi-week ocean voyage.
In brief: Seaworthy packaging has to withstand humidity, temperature swings, and mechanical stress over a multi-week ocean voyage, well beyond what a standard land-transport package handles. Bare metal parts are usually protected against corrosion with VCI film, and wood packaging like crates and pallets additionally has to meet ISPM 15 requirements, or risk rejection or destruction at the destination port.
Seaworthy packaging refers to packaging specifically designed for the stresses of an ocean voyage. That includes high humidity, condensation from temperature swings inside the container, salty sea air, and mechanical shocks over a transport duration that often runs several weeks. Packaging that's sufficient for domestic land transport typically doesn't meet these requirements.
The term itself isn't legally standardized; it's established itself in freight-forwarding and foreign-trade practice as an umbrella term for packaging solutions that hold up to these elevated demands. For wood packaging and pallets, the German Federal Association for Wood Packaging, Pallets and Export Packaging (HPE) sets industry quality standards that manufacturers can orient themselves by in practice.
How much stress a part is actually exposed to also depends on container loading. On LCL shipments with several loads sharing the same container, you have less control over stowage position and neighboring cargo than with your own FCL container. That raises the bar for your own seaworthy packaging even further.
Over the course of ocean freight from China to Germany, a part is exposed to shifting temperatures that can cause condensation inside a closed container, known as container sweat. Without adequate moisture protection, a single temperature swing during the voyage is enough to start rusting bare metal parts.
Besides moisture, seaworthy packaging also has to absorb mechanical stresses that rarely occur in this form during land transport:

In our sourcing projects, we regularly see packaging requirements go entirely unspecified in the order, since they're treated as a given. The manufacturer then packs to their own standard, which is sufficient for the domestic market but rarely designed for a multi-week ocean voyage.
For unpainted metal parts, VCI film is one of the most important components of seaworthy packaging. VCI film (Volatile Corrosion Inhibitor) continuously releases small amounts of active compound that deposit as an invisible protective layer on the metal surface, keeping moisture and oxygen away from it. According to the Transport Information Service (TIS) of the German insurance industry, the VCI molecules bond more strongly to the metal surface than water molecules, displacing existing moisture films. At the same time, they inhibit the electrochemical corrosion reaction itself. Unlike classic anti-corrosion oil, the film stays transparent, so goods remain visible for customs inspection without unpacking.
According to TIS-GDV, the protective effect can last up to two years under favorable conditions, which covers longer storage or transit periods between Far East manufacturing and final assembly too. What matters most for effectiveness is as airtight a seal as possible; open or damaged film only protects to a limited extent.
VCI protection suits bare, uncoated steel and cast parts delivered without additional paint or galvanizing especially well. Parts that are already painted, galvanized, or made of stainless steel generally don't need the same level of protection; a simpler moisture-protection wrap without the active film is often enough. Seaworthy packaging doesn't mean applying VCI film across the board regardless of material; it means choosing protection based on the part's actual corrosion risk.
ISPM 15 is the international standard set by the International Plant Protection Convention (IPPC) for regulating wood packaging in international trade, and a core building block of seaworthy packaging. It requires solid wood 6 millimeters thick or more, used for packaging or load securing, to undergo an approved treatment. That's usually heat treatment at a minimum of 56°C for 30 minutes measured in the wood's core. The wood also has to be debarked, with minor bark residue under 3 centimeters wide permitted.
Treated wood carries a durable, clearly legible mark with a registration number and treatment code such as "HT" for heat treatment, usually on two opposite sides. Missing that mark, a shipment can be rejected at the destination port, or the wood packaging destroyed there at the recipient's expense. Wood-based products such as plywood or particleboard are fully exempt from ISPM 15, since the manufacturing process itself already treats them sufficiently.

In practice, ISPM 15 marking often only gets checked on arrival at the terminal, not beforehand during loading. A quick visual check of the stamp on pallets and crates right before loading takes just a few minutes as part of the loading check you'd run anyway, and it avoids exactly the kind of dwell time a rejection at the destination port would cause.
Who provides and pays for seaworthy packaging generally follows the agreed Incoterm clauses. Under clauses like FOB or CIF, the packaging obligation usually rests with the seller up to loading. Actual suitability for the whole voyage, though, stays in the buyer's economic interest, since damage at destination is rarely fully reimbursed.
The packaging type actually used is usually documented on the bill of lading too. If the condition on arrival differs from that documentation, it's an important reference point for settling transport damage with the carrier or insurer.
Buyers who want certainty specify seaworthy packaging requirements directly in the order or requirements document, independent of the chosen Incoterm clause. A generic instruction like "pack seaworthy" without further detail still leaves the manufacturer considerable room for interpretation. Concretely, that should include at least the following:
